Why does nobody talk about how air fryers change the texture of frozen veggies?

I kept seeing everyone rave about air frying frozen broccoli for a quick side. So last week I threw a bag of frozen florets in at 400 for 8 minutes, same as the popular posts suggest. But when I bit into one, it was weirdly dry and almost chewy on the outside while still cold in the middle. I found a USDA food science paper that says frozen veggies release extra moisture in rapid air movement, which messes up the heat transfer. Has anyone else noticed this or am I doing something wrong?

My air fryer came with a "quick start" guide that forgot to include any directions.
