Torque strip on an oil filter caught me off guard last Tuesday

We got a bird back from a quick turn and the filter torque strip looked perfect, but it was just painted on by the last guy and the filter had backed off over 2 full turns. Pulled the filter in the hangar at KPDX and found oil weeping out of the gasket, so now I scrape every strip with a pick before signing off. Anyone else run into bogus torque marking from other shops?
