The contractor who told me stucco repair doesn't need a permit in Albuquerque

I had a guy out last spring to fix a crack in my stucco near the front window. He said I didn't need a city permit for that kind of small job and I believed him. Three months later I got a notice from the city about unpermitted work because the repair was near a gas line. Now I always call the planning department myself even for little fixes. Has anyone else gotten burned trusting a contractor's word on what needs a permit around here?

@sullivan.abby nailed it, contractors hate permits.

They actually changed the permit rules a few years back, so anything near a gas line likely triggers a requirement even if it's tiny. Your contractor probably just didn't want to deal with the wait time. Sucks that you ended up with the fine though, that's totally on him.
