Unpopular opinion: People in my town keep misreading the new school zone sign on Maple Street

I watched three cars blow through it yesterday afternoon because they think the flashing lights only apply during morning drop off. The sign clearly says 'When Flashing' with no time limit, and our local police have ticketed over 50 people there this month. Has anyone else noticed a specific rule in their area that everyone seems to get wrong?

We had the same confusion with a new crosswalk light. I just started treating it like a regular red light every single time, no matter what. It's the only way to be sure you won't get a ticket.
