Three weeks of chasing a pinhole leak in a feedwater line

Last month in Gary, Indiana we had a pinhole leak on a 6 inch feedwater line that kept showing up after every hydro test. We patched it twice with standard weld rod and it still wept right next to the parent metal. Finally an old foreman told us to stop burning rod and grind back 3 inches each way, then lay a butter pass with 7018 at low amps. That killed it on the first try. Anyone else run into corrosion creep hiding right next to a repair weld?
