Man, I saw a whole video about this exact problem with clearance router bits. The guy said that many of them come from batches with bad heat treating, so they dull super fast. @ellis.rose is totally right about sharpening, but even then you might only get one good pass before they dull again if the steel is garbage. I read somewhere that you can test hardness with a small file on a bit you don't care about, see if it skates off or digs in. Might be worth doing just so you know which ones are worth the time to sharpen.
