Noticed something odd on a new build in Columbus

I was running coax through a 12-unit apartment complex outside Columbus last week and every unit had the same splitter setup, but the attic runs were all tangled with the Romex. Is that just a lazy electrician thing or is there a code reason they don't separate low voltage? Curious if anyone else has seen this on new construction and what you do about it.
