I finally got the okay on a foundation pour after a 3-week delay over a single soil report line

The city inspector held up a whole warehouse project because the original report, from 6 months ago, had a vague note about 'possible fill material' in one corner. It took two new engineers and a $2,500 re-test just to get the same stamp of approval. Has anyone else had a job get stuck over paperwork that felt totally pointless?

Wait, they made you spend two and a half grand just to get the same answer? That's insane. The inspector was basically holding the whole job hostage over a maybe from six months ago.

Feels like there's gotta be more to this story, inspectors don't usually just hold things up for nothing without something they're actually worried about. Your mileage may vary but I'd want to hear the inspector's side before buying that it was totally pointless.
