Debate: Do you clear the debris before tying off or after?

I keep seeing guys on the Gulf Coast, especially around Galveston, tie off before they clear the immediate area. That's backwards to me. If the current is moving at 2 knots, that debris swings right into your hose and can cut your comms. I've had a near miss on a jetty job in 2019 that cost me a new umbilical. But my buddy swears tying off first gives you a stable base to work from. Which side are you on and what's your call for a 30-foot depth with moderate surge?
