Found a better way to fix popouts without patching twice

Dealt with a garage floor in Boise where popouts kept showing up no matter how careful I was with the mix. Spent three separate afternoons grinding them down and filling with a standard repair mortar, only to watch them crack again within a week. Finally talked to an old timer who said to use a bonding agent on the hole before packing it with a high-early-strength mix. Did that on four test patches and they held up through a full freeze-thaw cycle here. Turns out the issue was moisture wicking out of the repair before it cured, not the mix itself. Anybody else run into this or use a different trick to stop re-popouts? Now I'm wondering if the aggregate in our local sand is just more reactive than what the supplier admits.
