Warning: I compared a $30 shears from a beauty supply store to my $200 professional pair on a client's blunt cut

The cheap ones left a frayed, uneven line that took me an extra 20 minutes to fix, so what's your go-to brand for precision cutting tools?

Ever try sharpening the cheap ones to see if they improve?

Actually, sharpening can only fix a dull edge, not bad steel. The cheap knives are often made from softer metal that just won't hold an edge, no matter how well you sharpen it. You'll get it sharp for a day or two, then it's right back to being useless. It's more about the quality of the material than the angle on your stone. So you can try, but you're just putting a bandage on a bigger problem.
