Overheard a safety guy say load charts are just a suggestion

Last Tuesday on a job in Tacoma, this site safety guy walks past a crew leveling a 50 ton Grove and tells them not to worry about the chart, 'just feel it out.' I nearly dropped my coffee. That's how you get a crane on its side. Has anyone else dealt with supervisors who downplay the numbers like that?
