Saw a guy using a crane to set a rooftop AC unit in downtown Phoenix with NO tagline

I was driving past a 4-story office build yesterday and watched a mobile crane place a huge HVAC unit. The operator had the load perfectly steady in some serious wind, but I never saw a tagline on the rigging. On one hand, maybe he was THAT confident in his skills and the spotter. On the other, that seems like a huge risk for a spinning load over a busy sidewalk. What's the general rule for you all on using a tagline for a lift like that?

Was the load rigged with a swivel hook? If it was, a tagline is basically useless anyway because the load will spin freely no matter what. If not, then yeah, that's a gamble. A sudden gust can turn that unit into a wrecking ball, and your spotter can't do anything about it from the ground.

Look, I get what @kai657 is saying about a pro not needing one. But a tagline is just cheap insurance against a freak accident. The operator might be perfect, but you can't control the wind or a gear shift. It only takes one bad swing to write off a whole job.
