Any tips for making scattered thoughts into a full story?

My notes for a sci-fi story filled two entire notebooks before I even wrote chapter one. I was stuck for ages until I forced myself to pick one scene and just write it, no matter how bad. Now that messy scene is the core of my third draft, so maybe start with whatever note excites you most.
