Compared a $5K monthly retainer agency to a $1.5K freelancer for our ecommerce site

The freelancer got us 3x the conversions in 2 months because they actually understood our Shopify backend while the big agency just pushed generic PPC ads, anyone else had better luck with smaller teams?
