Retainer vs project based pricing, which one actually keeps clients happy?

I ran a 6 month test with two clients in Austin, one on a flat monthly retainer and one paying per project, and the retainer client complained way less about scope but the project guy paid 30% more overall. Is the predictable cash flow worth the occasional angry email about 'what exactly am I paying for', or do you guys find retainers just breed laziness on both sides?
