Six months with a retainer agency, still not sure if it was worth it

I hired a local firm in Cleveland last January for SEO and content, $2,800 a month. They promised page one rankings for our niche keywords by June. Come June, we were sitting on page three for most of them, and the one win we got was for a keyword that barely drives traffic. What finally convinced me they were doing real work was the backlink audit they showed me, they cleaned up 40 spam links from a past agency. But now I'm wondering if I should just hire a freelancer for half the cost. Has anyone else had a retainer that seemed good on paper but felt shaky on results?

Used to hate retainers, but that backlink cleanup alone changed my mind.
