Went to a commercial build in Reno, nobody checked the fire caulking

I did a patch job at a new office build last Tuesday. While I was waiting for mud to set, I walked the corridors. Every single penetration through the drywall had the fire caulk untouched, still in the tube. The GC said they were 'saving it for the final walkthrough'. That's a two day fix if the inspector flags it, plus a rework fee. Has anyone else seen this trend of fire stopping getting skipped until the last minute?

Wait, is it really a problem if they're doing the fire caulking at the end instead of during the build? I've seen crews hold off on it too, and honestly, it kinda makes sense. If you seal everything up early, the drywall guys or electricians might ding it up pulling wire or adjusting boxes, and then you're patching it twice anyway. Plus, doing it last means one clean pass, no fighting with dusty holes or half-finished walls. The inspector is gonna check it either way, so why waste a Friday sealing stuff that might get opened back up Monday morning? Just seems like smarter scheduling to me.
