Serious question, are we overthinking service loops or not thinking enough?

I was on a job last month at a new apartment complex in Austin. The panel room was clean, every circuit had a nice 6 foot service loop coiled up neat. Then the sparky I was working with said those loops just add resistance and clutter, and his old boss would cut them out. On one hand, you want slack for future moves or trimming back a burnt wire. On the other hand, how often do you really go back to that same panel? I see both sides. What do you do on rough-ins, leave generous loops or clip them tight?

Man clip them tight, you're just making extra work for yourself later.

Read an article recently that said loose clips let moisture get trapped in there and cause rust down the line. Food for thought.
