Terminal torque specs on a 200A panel, did I cook the lug?

Installed a 200A meter main in a rental over in Tacoma last Tuesday and torqued the aluminum feeders to the label spec of 250 in-lb with my calibrated torque screwdriver. After the inspector left, I tugged on one of the lugs and felt it give maybe a quarter turn, so I re-torqued and it moved another 10 in-lb before stopping. Anyone else see factory stamped specs that seem low on these newer panels, or did I just get a soft lug from the batch?

Hit the same thing on a 200A last spring and just followed the torque specs again after the first re-tighten, then marked the lug with a paint pen and moved on. Those stamped numbers are usually fine, but a soft lug will take a little extra if it's from a newer batch.
