Vent: My neighbor keeps leaving old dog poop bags on the curb

I live on Elm Street in a little row of townhouses, and every Tuesday my neighbor Janet ties up her dog's waste bags and just leaves them sitting on the curb instead of walking the 20 feet to the trash bin. They sit there for hours sometimes until the garbage truck comes, and the smell gets pretty bad in the summer heat. I finally said something last week and she just shrugged, saying it's fine because the truck picks them up anyway. Has anyone else dealt with neighbors cutting corners on small cleanup stuff like this?

Yeah that's gross, she could at least toss them same day.
