I get what you mean, new libraries seem way too strict about noise these days. Back in my day they had quiet study rooms but didn't shush every little whisper.

Funny thing, my local library actually just opened a noise-friendly cafe section inside.

Back in my day they had quiet study rooms but didn't shush every little whisper" - yeah that pretty much sums it up. I read an article a while back that said libraries are trying to balance being community hubs with keeping the old quiet rules. Makes sense I guess since so many people use them for different things now. But I think some places went too far with the strict rules. My local library has a sign that says "whisper level only" at the front desk and you can barely ask where the bathroom is without getting a dirty look. The cafe section idea sounds like a decent middle ground though.
