Seriously though, which part of the infrastructure seems like the biggest hang up to you? Is it the whole mess of power lines and weird rooftop setups, or just the basic fact that cities are super crowded and things go wrong all the time?

Look, @rowan276, crowded cities don't CAUSE more problems, they just show where we've cut corners. Fix the basics first.

Where do you even start with the basics? From experience, it's the water supply and waste management that crumble first. Get those right, and you buy time to fix the rest.
